First things first: There is no uniform hand luggage regulation. Each airline individually sets the weight, size, and number of hand luggage pieces allowed. The guidelines are sometimes also tied to the booked fare.
For example, with Ryanair, your hand luggage piece can measure a maximum of 40 x 20 x 25 cm and must fit under your seat. With Condor flights, you can take a piece of luggage with dimensions 55 x 40 x 20 cm into the cabin with the Economy Classic fare.

As a rough guideline for hand luggage, the 55-35-20 rule has become established, meaning your hand luggage should measure a maximum of 55 x 35 x 20 cm. You should not exceed the maximum weight of eight kilograms.

Hand luggage backpack: Airline regulations explained
Air France
In the Economy fare, you can take a large hand luggage item with dimensions of 55 x 35 x 25 cm and a personal item (small hand luggage) measuring 40 x 30 x 15 cm with Air France. Both luggage pieces together can weigh a maximum of 12 kilograms.
British Airways
The small hand luggage piece can measure 40 x 30 x 15 cm and must not exceed 23 kilograms. The luggage piece will be placed under the seat. Your large hand luggage can measure up to 56 x 45 x 25 cm including wheels and handles and can also weigh up to 23 kilograms. The luggage piece may need to be checked into the cargo hold, so it is recommended not to store important personal items that you need during the flight in the large hand luggage.
Condor
Your small hand luggage should measure 40 x 30 x 10 cm with Condor. Large hand luggage can either be added in the Economy Light fare for about 10 euros or utilized in the Economy Classic fare. It should not exceed the dimensions 55 x 40 x 20 cm. The total weight of both luggage pieces is limited to 8 kilograms.
easyJet
Every traveler can take a small hand luggage piece with dimensions of 45 x 36 x 20 cm on board with easyJet. The luggage piece can weigh up to 15 kilograms. You can take a large hand luggage piece with dimensions of 56 x 45 x 25 cm. Here too, the 15-kilogram limit applies. You must be able to lift and carry both luggage pieces yourself.
Emirates
Emirates allows one hand luggage piece with dimensions of 56 x 38 x 20 cm (including handles and wheels) and a maximum weight of 7 kilograms in Economy Class. Additionally, you can take a small hand luggage piece with dimensions of 45 x 35 x 20 cm on board. Passengers in Business and First Class can take two hand luggage pieces on board.
Eurowings
At Eurowings, you can take one small hand luggage piece with dimensions of 40 x 30 x 25 cm and one large hand luggage piece with dimensions of 55 x 40 x 23 cm in the Smart Fare. Both hand luggage pieces together should not exceed 8 kilograms.
Lufthansa
Lufthansa allows one small hand luggage piece with dimensions of 40 x 30 x 10 cm on board. In Economy Class, you can also take a large hand luggage piece with dimensions of 55 x 40 x 23 cm. Both luggage pieces should not exceed 8 kilograms.
Ryanair
On Ryanair flights, a piece of small hand luggage with dimensions of 40 x 20 x 25 cm is included in the regular fare. In the Priority & 2 Cabin Bags fare, an additional piece of large hand luggage can be taken on board with dimensions of 55 x 40 x 20 cm. It may weigh a maximum of 10 kilograms.
TUI
With TUI, you can take a piece of small hand luggage with dimensions of 40 x 30 x 20 cm. Additionally, a piece of large hand luggage can be taken with dimensions of 55 x 40 x 20 cm. The maximum weight is 10 kilograms.
Turkish Airlines
In Economy Class, Turkish Airlines allows one large hand luggage piece with dimensions of 55 x 40 x 23 cm and a maximum weight of 8 kilograms. Additionally, a small hand luggage piece with dimensions of 40 x 30 x 15 cm can be taken on board.
Wizz Air
Wizz Air includes a piece of small hand luggage in the Basic Fare with dimensions of 40 x 30 x 20 cm. With a higher fare, a piece of large hand luggage with dimensions of 55 x 40 x 23 cm and a maximum weight of 10 kilograms can be taken.
